Process Improvement Plan

The Family and Social Services Administration (FSSA) is Indiana’s largest state agency, with approximately 9,700 employees, offices in all 92 counties, and a $6.3 billion annual budget, comprised of Federal, state, and local dollars. FSSA provides services to nearly 1 million Indiana residents. Over 10,000 service providers, each requiring a separate contract, provide these services.

FSSA’s internal contracting process was hindered by bureaucracy and inefficient processes, resulting in numerous delays in contract preparation and execution, which ultimately affected the timely and accurate delivery of services to its customers.

Watertown Group provided FSSA with a multi-step Process Improvement Plan to transform its internal contracting process from one burdened with inefficiencies, to a streamlined process that dramatically reduced the length of time needed to prepare a contract. FSSA’s new contracting process eliminates duplicative efforts and utilizes a core set of program, legal, contract, and financial resources to initiate, execute, and monitor contracts. The new process has allowed FSSA to initiate service delivery to its customers much more quickly.
